West Virginia To Allow Permitless Carry – And Does Away With Reciprocity?

According to this article West Virginia overrode the governor’s veto (entered on specious grounds) to allow permitless carry in ninety days.  There is also a $50 tax credit for people who get firearms training. The bill number is 4145; the text can be found here.

An interesting aspect of the legislation is that, according to a different article, “The bill will do away with the state’s current permit and training program to carry a concealed weapon in West Virginia for anyone ages 21 and older.”  If that is true then citizens of West Virginia will have limited options to carry a firearm outside the state as many other states require a concealed carry license to offer reciprocity.  However, having quickly skimmed the bill’s text I do not think that media report is a correct summary as § 61-7-4 still provides a licensing scheme.

Mississippi already has a system for permitless carry in the home, business, vehicle, and in a purse or other completely enclosed case.  On-body, concealed carry legislation is pending and should pass as there is no reason someone can carry in a purse but not a holster on their hip.
